The Democratic Environment yet to be established due to lack of willingness and awareness

Bangladesh is a democratic country and democratic government is in power but unfortunately the democratic environment is yet to be established. The government specially the local government still is not aware about the democratic principles and democratic norms. So, they are not practicing the democratic process. Further, the government elect from the direct vote of the people and at the time election the political parties give various commitment but within a short time they forget the commitment when the go in power. In fact, the government are not willing the establish the democratic environment.
Further, the people of the country are not aware about the democracy, democratic principles and democratic norms. As a result they can claim the entitlement. So, the government and development activists should make the local government aware through providing training and orientation and mass awareness activities. Both the parties , the government and community people should have to learn about the democratic values, principles and norms and then the government will be accountable to the community and the community can claim their entitlement. Otherwise the democratic environment will never be established.
In Bangladesh most of the poor are illiterate and they do not know the rights they have  and about the services available at the local  government.
In the democratic environment there is another  constraints. In the country there many poor conservative family. The do not like that their female will go out to caste vote or other purposes. We have no freedom the go out and their  mobility is controlled by the male members.
