Child dropout problems, their involvement in hazardous job and Ensuring the pre-primary Education

The country is very small in size but population is more then 140 million people. The population explosion is going beyond our control and it in increasing day by day and making it the most densely populated country in the world. Among the population, those are living in the southern  region are more deprived, disadvantaged, vulnerable, helpless, problems stricken and utterly resource less. Lot of efforts continuing from the part of GO, NGO and other Agencies to eradicate the poverty but these efforts bring very little change in poverty level of the poor. The main reason of their poverty is the lack education and capacity. Most of the NGOs and development actors providing financial support to the poor and hard core beneficiaries but the quality of education is not up to the mark. It needs to improve the education quality so that the students learn effectively and continue education.

Along with that the government reports (Ministry of Education) shows that In Bangladesh the overall literacy rate (7 years and above) is about 44.3%  (1995), where the female literacy rate is 28.5% and the male literacy rate is 50.4%. The gap of literacy rate between the urban and rural areas are very wide - 36.6% in rural and 63.0% in urban areas. So, it need to design the education program more for the rural areas than the urban areas of Bangladesh to reduce the disparity of education. 

However, substantial progress has been made in primary school enrolment rate from about 73.3% in 1992 to 86.6% in 2001. Also, the primary school completion rate rose from 62 percent in 1994 to 65 percent in 2001. This improvement was mainly attributed to various government policies and programs such as compulsory free primary education, massive stipend programs at primary level, and the Food for education program as well as due to increase in the government budgetary allocation for girls education. Despite this progress,  education for all children still remains a big challenge as the issues such as access and equity are yet to be effectively addressed. In spite of government's initiatives to promote equity and access to primary education for underprivileged children, some 2.4 million children aged 6-10 are still not enrolled in primary school. High dropout rates amongst children from poorer households are mainly attributed to the failure of the system to keep children in school and the parents inability to bear the indirect and opportunity costs involved with child's education. Among dropouts children, a large portion adds to the existing child workers in the job market.

Working children in Bangladesh nearly 4.9 million  between the ages of 5 and 15 and they are involved in different types of work. Many of them get very little or no pay. In 301 occupations children are engaged and 48 are categorized as hazardous. Many working children from both sexes lack of access to education. As a result they become trapped in low skilled, low paid work that further cements them into the cycle of poverty.

However, all the designed project and programs need to give attention to improve the quality of education and ensure the education for all through alliance building, involving different types stakeholders like civil society, local government, community leaders, teachers, journalist and Community Based Organization’s (CBOs) representatives.

Among the identified problems, the following key problems need to be addressed as early as possible:
•    Lack of awareness among the parents and guardians about the education of their children.
•    Lack of initiatives by the teachers of primary school to ensure enrollment drop out and children out of school.
•    The government education department comparative less active to ensure the education for all though they are the responsible officials to ensure education for all. 
•    The parents and guardians have tendency to involve the children in income earning options.
•    Poor supervision by the respective authorities
•    Lack of motivation among the teachers
•    The exist a lot of children out of school and drop out in the proposed working area but lack of initiatives to ensure their enrollment.
•    Negative of intention towards to girls education

The Activities that needs to undertaken are: Conducting Baseline survey, Conducting Training, Conducting Workshop with different stakeholders, Conducting Seminar with stakeholders, Courtyard Meeting with parents and guardians, Establishing education center, Managing and developing education curriculum, Providing Education, Conducting regular Monitoring and finally Evaluation.
