The issues of Human Rights and Social Justice are of critical concern to the poor Slum dwellers living in different slums under Dhaka city. Different non government organizations has been striving to establish socio-economic, political and civil rights and social justice - to protect the disadvantaged, tortured, repressed and deprived slums dwellers of Dhaka city and reduce violence against women and children. To complement its institutional knowledge gained through implementation of its existing program, the organizations conducted various types of assessment through participatory manner to clarify understanding among slum leaders, slum owners, poor and hard core poor and minorities. The problems identified by the participants were related to awareness, knowledge, and community participation.
(i) Awareness and knowledge: Among the slum dwellers there is lack of awareness and clarity on human rights, fundamental rights, social justice, legal issues, gender disparity, discrimination and defending strategy, democratic principles, citizen’s role, including public service law related to human rights, women and child abuse and trafficking, punishment for violation of rights, torture, repression and trafficking.
(ii) Community Participation: There is poor community access to participation and decision making in mediation, voting, as well as absence of established fora or initiatives for people to engage in activities related to rights and social justice.
The non government organizations designed this project to address these problems through interventions that will enhance the implementation capacity of the slum based group and foster the participation of all levels of people living slum. Civil society members include journalists and advocates who work to protect the rights of the poor and to reduce violence against women and children.
Possible implementation strategies:
a) Capacity Building: The proposed project will build the capacity of Primary stakeholders and some of the secondary stakeholders such as Slum Owners, Slum Leaders, Personnel of Youth clubs, Imam, Priest, Bishop, Local (wards) Government Officials.
b) Facilitation: During project implementation BSDRW staff will facilitate Slum based activities related to rights. The organizations need to use the Slum Groups as a platform of implementing activities, information sharing and dissemination.
The activities that can address the problems and can improve the situation are as follows
(a) Diagnostic activities: Diagnostic survey would be conducted for establishing the Baseline status.
(b) Intervention activities: 1. Training; 2. Awareness raising; 3. Ensuring access to Skills Development and resource like credit only for the repressed poor, divorced women, family using forced child labor, beggar, disabled, minorities and separated women; 4. Advocacy and Networking - the project will identify the advocacy issues at the slums level and subsequently initiate dialogue with the policy making level.
Additional activities: Ensuring participation of the community people in the activities of Rights issue, access to justice, co-ordination with GO/NGO, civil society, journalists, advocates and ward Commissioners, ensure proper procedure of mediation where the rights are generally violated and Building Coalition with the key actors of Rights and Social Justice (RSJ).
(c) Monitoring & Evaluation: Regular Monitoring of the project will be conducted for problem identification, intervention strategy selection, recommendations for modifications/new interventions, identification of success cases, progress monitoring, operationalizing indicators relevant to measuring progress towards Rights based issues, establish reporting system considering the stakeholders interest and identification of exit / integrating (rights based approach) strategies considering impact and sustainability.
An External Evaluation have to be conducted just before ending the project cycle.
