Problems and constraints extreme poor related to rights and justice and trafficking

It is worth to add that there are many non government organizations
(NGOs) has been  striving to establish
Human Rights and Social Justice through protecting the torture, repression,
indignity, discrimination humiliation, deprivation of people becoming the
victim of violence. It is the regular phenomenon of the country. group of the
society and violence against women and children.
Human Rights Issue and Social Justice are critical concern of the people
of the northern region of Bangladesh. In reality, all most three sides of the region
are surrounded by the Indian  border.
Again, the extreme north is closed to Nepal too. So far this is a critical and
internationally identified route of trafficking especially for women and
children around Nepal-Bangladesh-India and Pakistan (Ref. by Advocate Salma Ali
and Professor Ishrat Shamim, Dhaka University). This route is also using for
drug smuggling exclusively.
It is also remarkable that among the poor and hard core poor people of
the northern region of Bangladesh more than 12% people are minorities which
includes Adibashi, Hindu, Christian, Spirituals and non-religions and their
rights are frequently denied by the majorities.

The main victims whose rights are frequently denied are actually
hardcore poor who have no assets, power and dignity like disabled, beggar,
isolated, separated, divorced, sex workers, day laborer, family dependent on
child labor, small ethnic/minorities, deprived and have nots as well.  

I  have considerable understanding
on the problems perspective of the people but to make the understanding more
explicit and clear it has 5 nos FGD (Focus Group Discussion) has been conducted
with the participants which included Community Leaders , Local elite’s, Poor,
hard core poor, minorities and marginalized people of the rural community. The
identified problems were related to Knowledge base, Awareness, and Community
participation. Therefore, the identified problems are categorized into two
major areas:

AWARENESS:

Lack of awareness and clarity on human rights, social justice, women and
child rights and legal issues including democratic principles, citizen’s role:

-           lack of understanding about public
service and legal rights and protections of         citizens
particularly of women , minorities and other marginalized persons
-           Lack of awareness of
Law related to Human rights, Women and child abuse and   trafficking.
-           Lack of knowledge about
the human rights, fundamental rights, women and child             rights
-           Lack of knowledge about
the protection rights and legal issues
-           Lack of understanding
about the punishment for violation rights, torture and          repression on women and children and trafficking 
-                     Lack of
understanding about the defending strategy
-                     Reluctance
on duties & responsibilities of the Government Officials



COMMUNITY PARTICIPATION

Poor community access to, participation and decision making in Shalish,
Village court and rights  based issues
particularly by women and poor:
-Poor representation  of poor  and disadvantaged groups including women in
any Shalish and Village court activities.
-Absence of established fora who can think about the community Rights
and social           justice.
-Lack of access to participate in the Day observation, rally, meeting
for the activities          related to
Nari Adhikar, Shishu Adhikar, human rights
-Lack of awareness about the importance of women's participation as
candidates, elected officials who can
work to protect the women rights.
We need to address these problems related to awareness building,
community participation, creating safety net, strong violence monitoring.
Further through interventions that will focus on enhancing the implementation
capacity of the local NGOs,  and foster
community participation.
